Sinal is provided by Babete, whose registration and contact details are set out above.

The service

Sinal is offered on a single free plan today, with the following limits.

The service is provided as it stands, and these limits, the plan, and the product itself may change; Babete will not silently remove a feature you depend on without notice on this page.

Account

Signing in uses a one-time link and code sent to your email address — there is no password to set or lose.

• One account per email address.
• You are responsible for keeping any API key you create secret; Babete only ever shows the secret once, at creation.
• You may close your account at any time from the Me page.

Acceptance

By requesting a sign-in link or code you agree to these terms and confirm you have read the privacy policy. If you do not agree, do not sign in: the notices feed, coverage pages and can-we-bid check work without an account.

Acceptable use

The rate limits are the licence: 120 requests a minute for anonymous use, and 600 a minute plus 1,000 a day with a key.

• Do not exceed the anonymous or keyed rate limits.
• Do not circumvent a limit — rotating IP addresses or creating multiple accounts to multiply your quota is not permitted.
• Do not resell or redistribute the raw corpus; build on the API, do not mirror it.
• Do not use the service to build a database of the third-party contact data described in the privacy policy.

Content and sources

The underlying procurement records belong to the public bodies that publish them; Sinal indexes and links to the official source on every notice.

Sinal's readings — a resolved entity, a computed expiry date, a matched incumbent — are readings, not facts guaranteed correct. Verify anything you intend to act on against the official source before you rely on it.

Intellectual property

The Sinal name, the Babete brand, and the software that runs the service belong to Babete. The public records themselves belong to their publishers, not to Babete.

Availability and liability

Sinal is provided as it stands, with no guaranteed uptime.

To the extent Portuguese law permits, Babete's liability for the service is limited; nothing in these terms limits liability where the law does not allow it.

Termination

Babete may suspend or close an account that abuses the service — exceeding rate limits deliberately, reselling the corpus, or attacking the infrastructure. You may leave at any time by deleting your account.

DSA point of contact

Under Articles 11 and 12 of the Digital Services Act, Babete's single point of contact for authorities and for users is the address above, reachable in English, Portuguese and Spanish.

Sinal does not host or display content submitted by other users — there is nothing here for a notice-and-action procedure to remove.

Governing law and courts

These terms are governed by Portuguese law. Any dispute that cannot be resolved directly is submitted to the courts of Lisboa.

These terms are dated at the top of the page. Babete will update that date whenever the text changes.
